  1. Should have planning permission as does not meet permitted development rights guidelines. Would be refused at that height due to adopted roads visibility splay requirements. Probably something in their title deeds about height of fence/hedges etc on pavement boundary. https://www.mygov.scot/build-fence-wall-house/
